Minutes of Cornwall CPSA Committee 2024 AGM
held at St Stephen Community Centre 15th January 2025
In attendance: John Trevethan, Ian Lobb, Dave Johns (chaired meeting), Alison Morden-Hawke, Steve Tomlinson, Steve Moses and 8 members.
Meeting started at 7.33pm
- Chair’s Address - Thanks was given to all grounds hosting our selection shoots. Many received positive feedback. Thanks expressed to those who attended CPSA championships in many disciplines.
Youth development day sponsored by Wood works and Mark Varcoes with Max Tarr worked well. All enjoyed it with may positive comments from parents. We have 3 youths taking part in the pathways project for Olympic skeet so we are hopeful of silverware.
Many of our seniors have achieved top CPSA ranking.
Thanks to the committee that served for 2024.
Following information from one of out county grounds I would like all members to remain vigilant to make sure they stay on the correct side of the law with the correct certification to protect the sport we all enjoy. Good luck to you all in 2025.

Over the year the Committee’s cash reserves were decreased by £136.74 during the year from £4,383.97 at the start of the year to £4,247.23 at the end.
We have continued to ring-fencing transactions and funds to: • ‘Trap’ disciplines • ‘Sporting’ disciplines • Development activities carried out by the Committee.
The Trap disciplines sub-account reduced slightly by £31.43 over the year from £1,580.74 to £1549.31 at the year end.
The Sporting disciplines sub-account was decreased by £735.31 over the year from £1,732.14 to £996.83 at the year end. The majority of the expenses are due to an increase in stock of team shirts.
The Sporting sub-account is the account from which we charge the supply of Cornwall Team shirts and caps purchased during the year. When a trap shooter purchases a shirt then we will allocate this cost to the trap sub-account. There was a new cap on the trap side so the cost of the cap has been allocated to the trap sub-account. During the year we only sold shirts to sporting shooters as you can see in note 2 to the accounts this gave us £120.
We held a Development day and obtained sponsorship also for this so the balance in the Development sub-account has increased as a result from £1,071.09 to £1501.09. I have shown the development sponsorship and expenses in note 5.
The only misc payments we had this year were the cost of hiring the hall at St Dennis for last year’s AGM and presentation evening the vast sum of £20.
Misc receipts shown in note 5 are a grant which was received from the SW of £165. Also instead of paying members of winning IC teams the prize of £20 each directly this year SW have sent this money to us to distribute and this has not yet been actioned. We received a total of £200 to pay to the 10 winning shooters.
- SW Rep’s report – there were 4 meeting in the year. Some thought that the £20 prize for winners of the IC teams was a waste of time and wanting to keep it with the committee. They paid £180 for an AGM venue to be held in person last year. England DTL selection shoot will be held at Two counties and Brookbank are holding nation IC for DTL and AR. The John Newton trophy has gone missing this is presented to upcoming junior each year. Views of the meeting were that the £20 prize money should be kept.
- Secretary’s report
Activity in 2024 We have held 8 committee meetings since the last AGM all were in person. These were held here at St Stephen Social club who have been very accommodating.
The committee has 11 members and every meeting was quorate. Jody Tomlinson resigned from the committee earlier this month due to other volunteering commitments, we thank her for her time on the committee acting first as vice-chair and then chair.
I would like to thank all my fellow committee members for their work and support during the year. I think we have worked well together. There are a few members not seeking re-election this year so I thank Dave Tugwell, Rich Tugwell, Denzil Grose (?) and Jamie Grose (?).
Initiatives Selection shoots
Thank you to the grounds who hosted our selection shoots and championships during the year. We managed to have 5 selections for both Skeet and sporting. We had feedback that there were probably too many for skeet and a request for more sportrap which seemed to have a greater following than in previous years. These representations have been taken into account for the 2025 selection calendar.
We have come to the view as a committee that there will always be clashes with other competitions as there are so many more being held each year. We could not stop clashes last year but managed to have fewer clashes between the sporting and trap disciplines. I will return to the subject of trap selections a little later.
I wish to express thanks on behalf of the committee to those volunteers who continue to referee for our championships and also in the running of some of our selections which ensures that the cost for shooters taking part is not prohibitive.
We did receive criticism for holding one sporting selection out of the county at SWSS last year. As it happened the IC was held there so we were able to have a benefit of the type of targets set at that ground as a result of our decision. We are however delighted that for 2025 we had another Cornish ground willing to host a sporting selection once again so this will not be repeated for the Sporting discipline. However with only Landare in the county willing to host sportrap and in order to increase the number of selections for that discipline we have accepted SWSS offer to hold one of these selections in 2025.
We were unable to hold a FITASC championship in 2024 with no ground willing to host it. This remains the case for 2025 currently. However we do wonder whether super sporting will take over from that discipline.
Last year I reported that we had a record number of ladies taking part in our sporting selections. I spoke too soon as unfortunately 2024 saw us have the lowest number I have seen for quite a few years. There were only 2 of us who qualified for each sporting discipline. Personally I wonder whether it is time to look at how we can encourage more ladies to take part in the sport.
We continue to have a good number of juniors competing and I will return to the juniors a little later.
As usual Cornish teams took part in all South West competitions.
There was little interest from members to compete in the National IC competitions so we did not pursue this again this year. However for 2025 the National All Round is going to be held at Brook bank so personally I think we should be entering teams.
Thank you to all who competed for the county and travelled around the south west to do so. The furthest ground this year was Barbury for super sporting and we sent senior, vet and junior teams.
We continued to have a number of new caps representing the county this year we had 7 and these were Ben Hibbert, Tim Manhire, Robin Windhaber, Steve Moses, Jason Knowles, Mark Smith and Tom Windhaber.
We were not so successful with the number of SW champions, so the SW Champions cup went to Devon. We also won less inter county competitions.
Team Managers
We continue to have Team managers for all sporting disciplines appointed from the committee.
Simon Ede has continued to act as team manager for the Trap side even though he is not on the committee.
I have reported for a number of years now that we have less members shooting trap. For a couple of years trap shooters have been suggesting that we adopt a different selection process for them. They have suggested they apply to shoot for the county by submitting scores from 3 registered shoots. We have been discussing this with them and have agreed to try this process for 2025. Championship shoots will however continue to be scheduled for each discipline.
Development fund – I wish to thank Dave Johns for taking on the enormous task of organising the development day for the juniors in September last year. Dave was able to obtain sponsorships from Woodworks and Mark Varcoe to help fund the day. Ian Lobb also obtained items for a goody bag for each participant from Beretta. Thank you to Landare for hosting the day. Max Tarr came to provide coaching for 9 youngsters. Bearing in mind we have only 12 youths registered in the county it was a good so many took part. We have received feedback that some who took part have already seen their scores increase. We plan to have another development day at some point.
Presentation evening –
We canvassed opinions on arrangements for a presentation evening but the enthusiasm for such an event was low to the point of non-existence. We have therefore not organised one this year. Glasses or other such items will be distributed to each champion during the year.
Pull Magazine –
Thank you to Ian Lobb for taking on submission of the articles for the magazine. It has been really good to have reports from trap shooters included in the articles. It has been good to then share these reports on facebook.
Shooting fixtures calendar – once again thank you Pete Mylam for sharing your personal shooting calendar with us all so that we know what is going on, not only in the county but also the major events nationwide.
Pete has also helped me with the selection spreadsheets especially when I got in a real muddle with them. He refuses to come back onto the committee but I really appreciate the assistance he provides in the background.

Looking forward I believe the goals for 2025
• The main reason for our existence is to provide a selection process to enable us to compete in the SW competitions so this will continue
• As I have mentioned we intend to hold another development day but possibly using our own shooters this time

- Chair’s Address – JT welcomed everyone to the meeting. We had apologies from Jamie and Denzil Grose, Steve Moses and Dave Mitchell
- 2022 AGM Minutes – these had been available on Committee webpage for anyone to view.

Over the year the Committee’s cash reserves were increased during the year from £4,109.43 at the start of the year to £4,383.97 at the end.
The Committee has maintained the convention of ring-fencing transactions and funds attributable to:
• ‘Trap’ disciplines
• All other disciplines, referred to for these purposes as ‘Sporting’ disciplines
• Development activities carried out by the Committee.
The Trap disciplines sub-account was in surplus by £192.34 over the year from £1,388.40 to £1,580.74 at the year end.
The Sporting disciplines sub-account was increased by £82.20 over the year from £1,649.94 to £1,732.14 at the year end.
The Sporting sub-account is the account from which we charge the supply of Cornwall Team shirts and caps purchased during the year. When a trap shooter purchases a shirt then we will allocate this cost to the trap sub-account. There was a new cap on the trap side so the cost of the cap has been allocated to the trap sub-account. During the year we only sold shirts to sporting shooters as you can see in note 2 to the accounts.
There were no Development activities carried out in 2023 so the balance in the Development sub-account remained at £1,071.09 throughout the year.

- SW Rep’s report
SW committee are trying to make their meetings in person as some members struggle with the technology. Our reps are resisting this as it means many hours in travel.
There is hoped to be a super sporting IC this year.
The SW committee obtained a grant from HQ of £1,000 which was split between the counties.
Richard Chapple is now chair and they only met 3 times over the past year. The committee is currently looking at allocating the shoots so any feedback on grounds used would be appreciated.

We have held 6 committee meetings since the last AGM most were in person with one short meeting being held via microsoft teams . Our in person meetings continued to be held at St Stephen Social club who have been very accommodating.
The committee has 9 members and most members were able to attend all meetings.

2. Initiatives
Selection shoots
As in previous years with so many shoots taking place nationally we struggle to fit the selections around these and we have only a few grounds willing to put on shoots with only Landare willing to host All round and sportrap. Once again this year with the enormous assistance of Landare and a band of volunteer referees manage to hold our sporting championship in the county as the event must be a registered shoot.
Once again thanks to SWSS we were able to hold a FITASC championship jointly with Devon.
We continue to have a number of juniors competing and we also had a record number of ladies taking part in the sporting selections.
As usual Cornish teams took part in all South West competitions.
There appears to be little interest from members to compete in the National IC competitions so we have not pursued this.
Once again there were some competitions which clashed with the IC competitions and an unwillingness for some to travel to some of these events Owls lodge in particular. It therefore continues to make the task of the Team Managers finding members willing and able to travel and shoot for the county hard. This year we had more IC taking place either in the county or in Devon which did help. Its fair to say we usually do well in some disciplines such as Skeet where again this year we were back to winning all the team events but it was good to win a few IC trophies for disciplines where other counties are strong; as in the Juniors winning Sportrap and all round, and the ladies winning Sporting and all round for the second year.
We continued to have a number of new caps representing the county this year these were Andy Osborne, Jedson Herman, Matt Rowland, Tony Mingo, Bryan Warne and Dave Thomas.
I would like to thank those who agreed to travel to represent the county. As always our team colours and the fact we shoot in our county squads singles us out and is remarked on.
This year we won for the second year running the SW champions cup which means we had the highest number of SW champions from our county. Whilst last year we won on a count of clays broken this year we were able to have a resounding win. Well done to our SW regional champions who made this possible. We drew for the SW IC championship with Hampshire and we are waiting for the SW committee to determine the result.
Team Managers
Team managers for all disciplines are appointed from the committee. The hardest task was getting members to shoot in Hampshire.
I would like to thank Simon Ede who is not on the committee but has for the past few years agreed to be the Trap Team manager as we did not have a trap representative on the committee. He also arranged the Trap selection shoots for 2023. There are less members shooting trap which is a concern for the committee and we are pleased that we do now have a committee member who shoots the disciplines. We have been debating what we can do to assist the trap side.
Development fund – We continue to discuss what initiatives we can undertake to utilise these funds which remain ringfenced. We had some good suggestions at the last AGM to hold a development shoot and provide guidance to new caps on competing under pressure which we are aiming to set up at some point.
Presentation evening
In our 2022 presentation evening was held after the AGM. This format worked well so we are repeating it this year
Pull Magazine –
Articles continue to be included in each magazine and I thank you for the supporting comments I have received on these.
I have continued the article on the juniors which was so popular last year.
Shooting fixtures calendar – our thanks once again to Pete Mylam who kindly shares his personal shooting calendar with us all so that we know what is going on, not only in the county but also the major events nationwide. Details of how to add the calendar to your electronic device are set out on our web pages. Pete also provided the selection shoot spreadsheet was are used for the selection updates on the website.

Discussion on use of the development fund suggestion for Max Tarr for the day at cost of £300 plus expenses for all junior and colt members of which there are currently 12 in total in the county. Obtaining sponsorship for the use of a ground plus clays and cartridges. David Johns volunteered to take the lead on this.
Super sporting – selection may be 60/75 bird only
Cartridge may be wiling to host selections
High View have stated they do not want to take part but might be persuaded to take selections in future years.

- Chair’s Address
Alison Morden-Hawke tendered the apologies of Jody Tomlinson our chair and the other members of the committee and took the chair. She welcomed all for attending.
- 2021 AGM Minutes – AMH stated that these had been available on Committee’s webpage and had been accepted by the committee as a true record. There were no questions raised on these from the floor
- Treasurers Report – AMH stated that copies of the accounts had been made available on committee webpage and a few copies were also provided to those present.
The Receipts & Payments accounts for the Financial Year ended 31 December 2022 have been published on our website. The accounts are actually up until today so that you could see most up to date picture.
Over the year the Committee’s cash reserves were reduced by £771.87, down from £4,548.48 held at the start of the year to £3,776.61 at the year-end. During the period of the accounts we have paid out for presentation glasses for 3 years. The cost of these has been allocated amongst the trap and sporting accounts according to the proportion of members who were entitled to them.
The Committee has maintained the convention of ring-fencing transactions and funds attributable to: • ‘Trap’ disciplines • All other disciplines, referred to for these purposes as ‘Sporting’ disciplines • Development activities carried out by the Committee.
The Trap disciplines sub-account was in surplus by £75.16 over the year, the surplus increasing the sub-account funds from £1,247.90 at the start of the year to £1,323.06 at the year end.
The Sporting disciplines sub-account was in deficit by £827.03 over the year, the deficit decreasing the sub-account funds from £2,209.49 at the start of the year to £1,382.46 at the year end.
It should be noted that the deficit in the Sporting sub-account is due largely to expenditure on a supply of Cornwall Team shirts during the year and caps towards the year end but mostly for the cost of obtaining perpetual trophies for the categories in each sporting discipline. More on this in the secretaries report later in the agenda. We have also ordered more team shirts but that cost will be paid out this year. Expenditure on team shirts and caps is allocated against the Sporting sub-account in the first instance, with the cost of shirts and caps subsequently acquired by Trap shooters transferred to the Trap sub-account (see Note 4 to the accounts). We have now run out of the larger sizes so more have been ordered. There were no new members selected for the Trap disciplines hence the reason there are no caps allocated to that side.
The proceeds of sale of Cornwall shirts purchased by Trap and Sporting team members are allocated to the relevant sub-accounts you will see we only sold shirts to sporting team members (see Note 2).
There were no Development activities carried out in 2022. Accordingly, the balance in the Development sub-account remained at £1,071.09 throughout the year.
We had within the funds from last year £20 of unclaimed SW Region prize money and we were able to pay this out to the relevant member
accounted for under ‘Misc’ Receipts (see Note 5). The other misc payments were for postage incurred and a fee charged by Owls lodge for late cancellation of a team member for the IC sportrap event.
- SW Rep’s report – Jody and Steve Tomlinson were our SW reps and had only been called to one meeting in the year when the SW IC calendar had been finalised but since then nothing had been heard. Their AGM has been announced for the 10 March 2023 and all CPSA members have been invited to attend.

We have held 11 committee meetings since the last AGM. We started with 2 virtual meetings and then moved to in person meetings ending up with St Stephen Social club as our meeting place as it was central in the county and close to all members. We started the year with 8 committee members and co-opted Steve Moses onto the committee in February but during the year Dave Tugwell and then Paul Martin resigned as they had insufficient time to devote to the committee’s work. I would like to thank all committee members for the their work and support during the year |
Initiatives |
Selection shoots Previously the committee had a sub-committee to deal with this but we decided to disband this, with all the committee then having input into this aspect of our work. Once again with so many shoots taking place nationally we had a hard job fitting the selections around these and also fewer grounds willing to put on shoots. We did however with the help of Landare and a band of volunteer referees manage to hold our sporting championship in the county Thanks also to SWSS we had a FITASC championship jointly with Devon. It was a great pity that the IC event was announced at too short notice for us to be able to select a team. As usual Cornish teams took part in all South West competitions save for the FITASC. National IC competitions were at a greater distance this year but we did send a skeet team to the National event. There were also many competitions which clashed with the IC competitions and an unwillingness for some to travel to these events. It made the task of the Team Managers finding members willing and able to shoot for the county hard. We continued to have a number of new caps representing the county including 2 more juniors. Once again I would like to thank those who agreed to travel to represent the county. As always our team colours and the fact we shoot in our county squads singles us out and is remarked on. Team Managers As with last year we adopted the CPSA suggestion of having team managers for all disciplines. These were appointed from the committee. We found that as far as skeet and trap was concerned this worked well. However the work involved in assembling the team was particularly hard for sporting, sportrap and all round. For discussion later in our AOB we wonder if members would like to consider reverting to the situation where the county champion undertakes this role rather than the committee. I would like to thank as always Simon Ede who whilst not on the committee agreed to be the Trap Team manager as we did not have a trap representative on the committee. He also arranged the Trap selection shoots. Dates for the Trap selections are still being worked on as Simon has had difficulty getting dates from the other grounds we use. Development sub-committee – We were not been able to undertake any initiatives. The funds remain ringfenced to be able to continue the work when we are able. Thus can be discussed in AOB later. Presentation evening At last years AGM we reported that the previous committee had its order for presentation glasses cancelled at the last minute. It was therefore left to this committee to deal with ordering and distributing the glasses for 2020 and 2021. This was done during the year. The presentation evening for 2022 follows this meeting Pull Magazine – Articles continue to be included in each magazine and I thank you for the supporting comments I have received on these. The article on the junior sorting team was the most remarked on Shooting fixtures – our thanks once again to Pete Mylam who kindly shares his personal shooting calendar with us all so that we know what is going on, not only in the county but also the major events nationwide. Thanks also to Pete for the wonderful selection shoot spreadsheet and training provided which was used for the selection updates on the website. Perpetual Cups for sporting – It has been long noted that we did not have perpetual trophies or shields for the vets, ladies and juniors in the sporting disciplines. Therefore this year we had sourced these and will be handing them out at the presentation evening later this evening. IC levies for SW – the amount of the levies should be questioned with the SW committee as charging twice the fees and levies to a ground to hold a joint SW champ and IC event is in our opinion excessive. What is the SW committee doing with all the money?
Development fund – the committee wish to use this for the benefit of the juniors in particular was discussed. The suggestion from the floor was that an event in the county be arranged and Landare confirmed they would be willing to host this where the junior team when selected is invited to shoot possibly some skeet but also to have coaching from more senior experienced shooters on how to deal with the experience on shooting at an IC event. It was suggested that volunteers would be found to provide this from within the senior and vets teams. This may help to regain the team spirit which has been missing recently within the county.
It was also suggested that we look to see if there is any sporting England funding available for anything we choose to do.
Team Managers – the suggestion that these are the county champion for each discipline was opposed as it would fall on only a few and would not work as it has not worked in the past.

- Chair’s Address
AR welcomed everyone for attending the meeting. He commented that we were in strange shooting times but gave credit to the committee for all the hard work they had put in the background to put on a selection process last year.
- 2020 AGM Minutes had been accepted by the committee as a true record. Copies had been sent to those members who had requested a copy.
- Vote of thanks to those members of the 2021 committee stepping down was given by ST. Ron Wilson had sent his apologies. A round of applause was given to those who had served on the committee and had decided not to stand for re-election as thanks for the sterling work they had done.
- Treasurers Report – copies of the accounts were available.

However, this sum includes £20 of unclaimed SW Region prize money – accordingly the deficit attributable to Committee activities alone was £273.12, and its year-end cash balance amounted to £4,528.48. The Committee has maintained the convention of ring-fencing transactions and funds attributable to: • ‘Trap’ disciplines • All other disciplines, referred to for these purposes as ‘Sporting’ disciplines • Development activities carried out by the Committee. The Trap disciplines sub-account was in surplus by £52.82 over the year, the surplus increasing the sub-account funds from £1,195.08 at the start of the year to £1,247.90 at the year end. The Sporting disciplines sub-account was in deficit by £325.94 over the year, the deficit decreasing the sub-account funds from £2,535.43 at the start of the year to £2,209.49 at the year end. It should be noted that the deficit in the Sporting sub-account was due largely to expenditure on a supply of Cornwall team shirts towards the year end. Expenditure on team shirts and caps is allocated against the Sporting sub-account in the first instance, with the cost of shirts and caps subsequently acquired by Trap shooters transferred to the Trap sub-account (see Note 4 to the accounts). Trying to chase down dates for the SW events had been hard. We have their selection criteria which we have to abide by. There had been few committee meetings and it was unclear who was willing to take the committee forward following the AGM

We have held 10 committee meetings since the last AGM. Due to the pandemic only 1 was in person the others were held virtually over zoom. We had 2 members who particularly disliked the virtual meetings but the majority have appreciated the fact that we do not need to travel to a central venue. Meetings usually take no longer than an hour. We started the year with 10 committee members but during the year Graham Reynolds, Morley Penter and then Dave Tugwell resigned as they had insufficient time to devote to the committee’s work. |
Initiatives |
Selection shoot sub-committee had to work even harder than the previous year to arrange for the selection shoots and championships for last year. Our AGM was held in March and we had very little time to set up the calendar which the SW committee require to be completed by the end of July. As a result there were a reduced number of selections. However as usual Cornish teams took part in all South West competitions. We were also able to send teams to the National Sporting, Skeet and for the first time All Round competitions. It must be said as there were a great many competitions taking place during the year in a short space of time these sometimes clashed with the IC competitions. Added to the unwillingness for some to travel and some having to step down due to illness we were not able to send the first selected team for many IC events. Whilst some did say that we should not have taken part in the events, our selection process requires us to go down through the selection list and find members who are willing and able to shoot for the county. The great benefit this year was that we had a great many new caps representing the county gaining valuable experience 2 of whom were juniors. I would like to personally thank those who agreed to travel such great distances to represent the county. Our team colours and the fact that we shoot in our county squads as always singles us out. We were featured at every national IC we attended on John Martin’s pictures published on the CPSA facebook page. Our regret last year was that we were unable to hold either the Sporting of the FITASC county championship in the county due to no ground being willing to hold a registered shoot for those disciplines. Team Managers This year we adopted the CPSA suggestion of having team managers for Sporting, Skeet and Trap disciplines. We found that as far as skeet and trap was concerned this worked well. We believe that the roles should be developed further to have a team manager per discipline who would oversee the selection, invite members selected to shoot in the county teams and book the team into the events. I would like to thank in particular Simon Ede whilst not on the committee agreed to be the Trap Team Manager as we did not have a trap representative on the committee. Development sub-committee – Once again we have not been able to undertake any initiatives. The funds remain ringfenced to be able to continue the work when we are able.
Presentation evening We did after much deliberation organise an event for the presentations for early December. We did not know if there would support for it as numbers of covid infections have been high in the county especially after the world and his wife holidayed here during the summer. We advertised it as usual on our facebook page. Due to insufficient sales of tickets this was cancelled. I know there were a few who were upset not to have an event to celebrate the success of our worthy champions. The presentation glasses for both 2020 and 2021 have been ordered and these will be handed to the winners during the coming weeks. Pull Magazine – Articles continue to be included in each magazine. Shooting fixtures – our thanks once again to Pete Mylam who kindly shares his personal shooting calendar with us all so that we know what is going on, not only in the county but also the major events nationwide. - Questions from the floor were concerning the selection shoot calendar which AR confirmed was in draft and would be considered by the new committee at their first meeting. This would be shared with the grounds to check whether they were acceptable. Currently we did not have FITASC as no ground is willing to host this and OS which can be added to the calendar at Landare’s convenience
